Mobile broadband has revolutionized our Internet experience. As more and more people are logging on to the Internet on the go, the need for a faster connection has become imperative, what with all the music downloads, video streaming and other Internet activities that consumes bandwidth. Thanks to mobile broadband, the bandwidth that is being delivered to consumers increased. Broadband actually refers to a term that pertains to a wide array of frequencies in a certain transmission system. If the bandwidth is larger, so does the frequency.

In general, the whole idea of having a broadband connection is to have a "high-speed" connection to the Internet. Being "high-speed" means having a high rate of data transmission. But too often, the mobile broadband speed of a Internet service provider does not measure up to what is advertised, leaving broadband users frustrated. While there are legitimate reasons for slow data transmission, such as traffic management or software on the computer, there are times that a slow mobile broadband speed is unacceptable and is due to poor service.

What to do about this? The first thing you may do is check your mobile broadband speed. It is important to determine the speed of your mobile broadband in order to calculate the necessary steps that you should take. The best way to check your mobile broadband speed is by using a credible speed checker.

Checking your broadband speed is easy, quick and most of all, it's free. You may do so now if like. This website gives you the opportunity to know your mobile broadband speed. Take note that it is to your advantage to test the speed of your mobile broadband. Annoyed that your every download takes so long to be finished? Always having trouble streaming music and videos to your computer or mobile device? Put the speed of your mobile broadband to the test to see if your Internet service provider is true to their promise.

Once you have checked the speed of your mobile broadband and find it unsatisfactory, give your broadband provider a call. Find out if there is anything they can do to improve your broadband speed. You may need to upgrade your modem or have a technician check your line. If there's no improvement you have the right to file a formal complaint to the company. You have the option to take your case to the small claims court in accordance with the Supply of Goods and Services Act if actions were taken but you are still not satisfied or the company failed to act on your official complaint. Or you may just want to switch to another broadband provider if all else failed. Check out the market for Internet service providers that offer faster and reliable speed. Ask around to find out if these providers deliver on their promise before signing up with them. Just always remember that optimum broadband speed is rarely achieved accurately so the thing to consider is which provider gives the most consistent speed.

Working With the IRS Levy

An IRS levy is a form of collection involving seizure of assets. Often a levy will apply to wages or a bank account, but in extreme cases it can also be applied to real estate property. The IRS must send balance due notices and a "Final Notice of Intent to Levy and Your Right to a Hearing" letter at least 30 days prior to levying. This notice will be mailed or dropped off at the tax payer's last known home address or place of business.

IRS levies are a tool to get a tax payer's attention. For a case to come to the point of a levy a tax payer will have been notified of the balance due and failed to resolve the matter voluntarily. Bear in mind - the IRS will collect one way or another.

How Does A Bank Levy Work?

A bank levy is a one time seizure of the funds in a tax payer's accounts. At the time the levy is issued to the bank, any balance in the account is frozen for 21 days. When this period has expired the frozen funds will be taken and applied to the tax debt. At this point the funds are gone and cannot be released. However, the tax payer has this 21-day period to resolve the matter with the IRS before the funds are actually taken.

How Does A Wage Levy (Garnishment) Work?

This type of levy is continuous in many cases, and is usually 30-70% of the gross pay. This can be devastating and can leave one's life seriously changed. A notice of levy is sent to the employer, and failure to comply on the employer's part can result in legal consequences.

Levies for contract wages (1099-MISC) are usually one time, as there is no guarantee that the tax payer will continue work there.

Appealing the Levy

There is no illegal levy by IRS, per se, but IRS mistakes are made from time to time. A levy can be appealed via a Collection Due Process hearing. Grounds for appeal include:

  • The IRS assessed the tax and sent the notice while you were in bankruptcy
  • The IRS made an error in the assessment
  • The statute of limitations expired before the levy notice
  • You paid the tax in full before the notice was sent
  • You wish to make a spousal defense
After the appeals hearing determination is reached, a tax payer has 30 days to contest it. If he/she wishes to do so, a manager can explain the rights to appeal within the Office of Appeals.

How Can I Stop a Garnishment or Levy?

If it's a bank levy, it will end after the 21-day period passes and the funds are taken. Additional bank levies are separate and are not continuous. Wage levies, however, will continue until:

  • The levy is released by the IRS (usually by negotiation)
  • You've paid the tax debt
  • The statute of limitations expires
If you can prove that the levy is causing financial hardship, the IRS may consider releasing the levy. It can also be released when an agreement to resolve the debt is created.

When Trk Telecom was finally able to deliver ADSL Broadband capability down here to us on the Aegean Seacoast in 2005, it came not a moment too soon Bluehyppo to stop the bleeding of our Internet phone bill, which had leaped suddenly and alarmingly in mid-summer to $150 a month for simple 56kbps dial-up service.

ADSL service came late to our Western coastal township, even later to us beach-side residents. It had arrived in Turkey in the new millennium and had been fully operational in the big cities (starting with Istanbul, Ankara, and Izmir) since 2002 -- and in most smaller West-country municipalities since 2004. But it didn't reach our minor Izmir-province municipality until August 2005.

In fact, we had installed our first Internet phone line in 1994 (a year after the commercial Internet became operational in Turkey) as a separate analog line -- so that Peri could use our first line for voice... And, back then, our dial-up usage costs had been about $20 a month including a small amount of KDV (Katma Değer Vergisi -- Value Added Tax) -- in the neighborhood of 5%, if I recall correctly.

In 1996, when we upgraded to 56kps digital dial-up service, our Internet phone bill increased to about $25. And it stayed around that level for quite awhile -- until KDV for telephone service was boosted in 2003 (coincidental with the coming to power of Prime Minister Recep Tayyip Erdoğan's religious-right AKP political party) to the maximum KDV tax rate of 18%.

But, when 18% wasn't enough to satisfy the new government's tax man, he invented an additional one called İV (zel İletişim Vergisi -- Special Communications Tax) which socked in at 15% right off the bat -- without much warning in 2004.

So, our once perfectly reasonable monthly Internet phone bill during 1994-2002 got bumped by 33% in 2003-4 -- not due to increased usage on our part, but due to phone bill taxes.

And there it stayed, around $35 a month, until 2005 -- when something strange began to happen with Trk Telecom reports of our Internet usage. And, our Internet bill began to climb steeply -- in clear disagreement with my own cost calculations (based on my hitherto impeccably reliable dial-up service computer logs).

Twice we contacted Trk Telecom to check our Internet line for inadvertent overcharging. Twice they checked and found 'nothing'.

And then in July 2005 the lid blew off the pot... We received a dial-up service phone bill for a whopping $150+.

That was absolutely impossible...

So, after we (grudgingly) paid the $150 bill, we lodged a complaint, and requested an investigation...

Refusal to pay a disputed phone [or electric] bill is not really an option in Turkey. If you don't pay your bill on time, they just disconnect the service -- unceremoniously and without warning. They also charge interest on your unpaid balance until you do pay -- and, of course, you have to pay extra to have the service reconnected.

And we waited to hear the result of their investigation.

It never came. The following month, as mentioned, Trk Telecom delivered the ADSL service -- and our complaint (and the details of their investigation) got lost in the shuffle.

But that's not quite the end of the story...
